On 11 March, EFEO participated in the European Commission workshop on the evaluation of the Cosmetic
Products Regulation (CPR).
As part of the consultation process, stakeholders were invited to provide input across key evaluation criteria,
including effectiveness, efficiency, relevance, coherence, and EU added value. EFEO ensured that the sector’s
interests were consistently reflected and defended throughout the discussions.
The exchanges touched on several important topics, notably the future of animal testing provisions,
including possible alignment with REACH, as well as issues related to Articles 15 and 31 of the CPR.
Looking ahead, the European Commission’s final evaluation is expected in Q1 2027. Should it conclude
that a revision of the CPR is needed, a legislative proposal could follow by the end of 2027, with
negotiations in the European Parliament and Council potentially lasting around two years. This means that,
with the exception of what will be adopted under the Omnibus VI, any legislative changes would not be
expected before 2029–2030.
In this context, the timeline further highlights the strategic importance of the ongoing Omnibus VI discussions,
which are likely to shape the regulatory framework in the shorter term.
