On 18 March 2026, the 57th CARACAL meeting was held, with discussions focused exclusively on the CLP
Regulation.
A central item on the agenda was the 25th Adaptation to Technical Progress (ATP25), through which
Member State Competent Authorities reviewed the planned update of Annex VI of CLP to incorporate
harmonised classifications based on opinions adopted by ECHA’s Risk Assessment Committee (RAC) in
2025.
The RAC opinion on p-cymene proposing a classification as Repr. Category 1B was not discussed
specifically.
The meeting also included an in-depth exchange on the proposed additivity rule. EFEO and IFRA, who had
already submitted written comments, questioned the legal and scientific basis for applying such an approach
under CLP. Discussions remained inconclusive, and the topic is expected to be revisited at the next CARACAL
meeting scheduled for 1–2 July.
